Modular vs. Stick-Built ADU: Timeline, Permitting, and Cost Compared
A modular (factory-built) ADU is typically built and delivered in 4 to 9 months, with most of the construction happening indoors in a controlled factory. A stick-built ADU, framed and finished entirely on your property, commonly takes 16 to 24 months. Both are legitimate ways to build a code-compliant home, and both still go through the same California ADU permitting process. A modular ADU is built as one or more finished sections inside a factory, engineered and inspected to the same state and local building code as a home framed on-site, then trucked to your property and set on a permanent foundation with a crane. The gap comes from parallel work. Weather and quality risk during the build

Materials never sit exposed to rain, framing lumber never absorbs moisture it shouldn’t, and the crew never loses a week to a storm. A stick-built ADU is exposed to your local weather for the entire construction window, meaning months of rain risk, temperature swings, and the scheduling delays that come with waiting out bad weather. Quality also depends heavily on which specific trades show up on a given week; a good general contractor manages this well, but it introduces variability a factory process doesn’t have. To be fair to stick-built construction: an experienced local contractor working a familiar design can still deliver excellent results, and full custom work is sometimes worth that tradeoff.
Permitting: both need it, but the path differs slightly
Neither method skips permitting. Both a modular and a stick-built ADU need a standard ADU building permit from your city or county, and both fall under California’s statewide ADU law, which requires a ministerial decision within 60 days of a complete application. Modular construction doesn’t get a special “easier” ADU law; it’s the same law, the same setbacks, the same size limits.
Where modular construction can move faster is at plan check. Because factory-built plan sets are pre-certified and built repeatedly, the same engineering and code compliance documentation has typically already been reviewed and refined across many jurisdictions, which can smooth the local plan-check process compared to a fully custom, one-off design that a plan checker is seeing for the first time. A custom stick-built design, by contrast, often needs more back-and-forth with the plan checker simply because there’s no prior review history to lean on.
